Since Arakawa is Japanese, perhaps Madame's place is more like a geisha house? And if I remember correctly, while not all geisha provided sexual services, it was not frowned on, because it was considered yet another of the geisha arts - not at all like the western interpretation of being a prostitute.
Five years ago I would have been a lot less likely to think your neighbors' problem with the woman was her skin color. But given the way people's racism has come out from under the rock it was apparently slithering under since Obama was elected, nothing surprises me anymore. *sigh*
